Replacement instrument cluster for the Tao Tao Sport 150cc scooters also Vento style scooters. Verify yours is the same. These use mechanical cable for speed. Not all scooters come with tachometers. If yours does not come with a tachometer from the factory then there will be no plug for the tach. You will be required if you wish to use it to wire it to your scooter. No instructions are provided on how to do this.
