This is an absolutely gorgeous, glossy Black Bakelite cased EARTHOMETER or EARTH TESTER MEGGER SERIES 4 retailed by James C Biddle Co, Philadelphia. This wet-paint shiny and very thick Bakelite cased instrument was made in England  – Mid-Century era.  The EARTHOMETER is 8” x 6” x 5” and weighs over 5 pounds -  a handle flips up for carrying the device and the needle in the meter is moving, There is a crank for hand-winding – this is an interesting piece of industrial equipment/eye candy vintage Bakelite – nice. There are no chips or cracks,  the issue that exists is a series of scratches bottom right which could perhaps be polished out or buffed until they disappear - ??. The fitted crinkle-finish case is substantial, strap handle and tight closure.
