You are buying this painting by Henry Rogers aka " Henri " Rogers. Most Henry Rogers paintings have similar looks, of a street scene with people walking. Many say it is supposed to be France or Paris depicted in the paintings which makes sense since sometimes they feature the Eifell Tower. They have textured paint, from what I hear this is by using a painting knife in parts instead of a brush. The frame is made in Mexico which was common among Henry Rogers paintings.   

This is a medium size, measuring 21" high by 17.25" wide.  

On the back of this, in pencil handwriting it says " Quincy Square 1983 Boston Mass " although it is very light. See last picture. I assume this was put there by the original purchaser as a memo of where they bought it from. 

I have a feeling " Henry Rogers " is about to have a moment now as the paintings were just recently studied by using new light technology, like a radar, at Case Western Reserve University and the data they found will be used to help study other paintings and how they approach those studies.
