We have a lot of these unpainted raw cycle carrier racks, from a European factory closure. We are not sure what bikes they were designed for, but would have fitted to a flat steel seat stay bridge and then bolted to rear drop-outs.
It would appear to be for 19,21, 23" frames or similar due to the position of tubing. We think you could cut and fabricate or just weld into position and modify yourself.
