Rogers Swivomatic 70s era Tilter / Holder Extender Mount for Cymbal Stand

I have no idea what this is. It appears to be an extender to mount on top off a cymbal stand post. Good condition. It has holes for two set screws which work as intended. (No screws included but available separately). When tightened, the screws would push against a metal piece inside. The metal insert piece appears attached and doesn’t move freely. I have no idea if this is appropriate. Shows some wear. It’s about 4 1/2” long tip to tip. Please refer to the pictures which are considered a part of the description.
