and 

the 1-5/8" (1-11/16" OD outer diameter) chain link fence pipe

The 1-3/8" (1-5/16" OD outer diameter) pipe can be placed inside the footpad, 

the 1-5/8" (1-11/16" OD outer diameter) pipe can be slipped over the footpad.

Footpads allow for a secure anchor base in setting up a frame tent or carport
