This is an embroidered Civil War Irish Harp Insignia. It is made of both gold and silver thread and tiny beads sewn on a thin blue material. And it was once on white paper. It is definitely unused as it is in mint condition. It is 2 1/8" tall by 

1 3/4" wide.
