I am the biggest fan of Kaffe Fassett.  From the fabric and quilts he has designed to the needlepoint and especially the knitting!  This sweater was designed by Kaffe Fassett but made by Peruvian Connection.  It's a cardigan with no closure.  It has dolman sleeves (3/4 length).  The underarm to underarm measurement might sound huge but it's just because of the construction of the sweater.  If you look at the photo of the sleeve you can see the sleeve itself is quite short but it will be a 3/4 length sleeve.
