These are being sold in 17-piece lots because they have been pre-bagged prior to assembly and the bagging includes a 17-pin insulator/spacer (Part Number 40.999.00) for which I have no need. You get 17 Female contacts and a spacer for the price of 10 pins  alone. The manufacturing project never used all of the pre-bagged kits.
