The ECW Parka is cut extra roomy, for going over bulky body armor and multiple layers of additional cold weather clothing. At its maximum operating potential, the ECW Parka is intended to be partnered with additional components of the ECWCS: Level 1 Long Underwear, Level 2 Long Underwear, Fleece Cold Weather Jacket, and Level 4 Soft Shell Wind Jacket and Pants to provide survival capability down to -50ºF.

The GEN III ECWCS Extreme Cold Weather Parka and Trousers are designed for use during static operations in extreme cold, dry conditions.
Constructed with an outer shell fabric that has a water resistant finish and with PrimaLoft® Sport Thermal bonded high-loft insulation, Level VII is highly durable and breathable.
The Extreme Cold Weather Parka and Trousers provide protection and warmth from the elements in cold conditions during static operations maintaining warmth even when wet.
The Level VII jacket features a two-way center-front zipper opening with a protective wind flap, nylon reinforced elbows, two front zipper pockets, a rip stop nylon inner lining and an elastic cord in the bottom hem for adjustability.
It is also constructed with a collar containing a collapsible insulated hood with drawstring that stows easily inside the collar. In addition, there are Velcro fasteners to attach rank badges and name plates as well as elastic cuffs with Velcro adjustment straps.
