I suppose it is the frontispiece of a series of 13 plates of the 12 Roman Caesars (plus frontispiece)
The original series was recorded by Adriaen Collaert
Rome is represented as always with the Tiber at the bottom right and the she-wolf nursing her twins on the left
Behind her a panoramic view of the city of Rome
