Interesting figure of the man wearing glasses, hat and long coat and holding folded umbrella. He is barefoot and has very large feet. It is the Russian writing around the base. The figure looks like Reginald Hargreeves the father from Umbrella Academy. This is how it looks to me but I may be wrong and this is just a figure of a man holding on umbrella.
I don't know what material was used. Most likely it is some kind of synthetic material, which looks like brass or bronze.
