This edition simplifies the stamp identification process. Brands close in parameters (size, pattern, color) are united under one main catalog number. Such an arrangement of stamps in the catalog facilitates the search, simplifies the comparison of different issues and their identification. All issues of zemstvo stamps known today are presented in this catalog in one form or another.
The catalog adopted its own numbering of zemstvo stamps. For the convenience of working with the catalog, next to the stamp numbers, the corresponding numbers according to the Schmidt catalog are given in brackets.
