I believe this is a silverplate pedestal flower vase by Simpson Hall Miller & Co. ...although the previous owner had a glass flower frog inside the  bowl top making it into a floral display. The vase  is tarnished overall and the glass flower frog has some chip outs. The vase  stands approx. 6" tall and the top diam. is approx. 4" . Forgot to mention top of bottom pedestal has a dent
