This little ladle is actually called a "cream dipper". As I write this, there's only one other I could find currently for sale (also here on eBay). Live Auctioneers only turned up one ever sold: as part of the most complete set of Les Six Fleurs they'd ever sold (last picture).

The Les Six Fleurs sterling silver pattern by Reed & Barton was designed by Charles A. Bennett and introduced in 1901. The pattern is a gorgeous piece of Art Nouveau with an orchid, poppy.... Just all the bells and whistles!
