Todd Engineering PC-40 Battery Charger/Power Supply. Appears to be a warranty return as it is in a box from Todd Engineering in Tucson AZ. I plugged unit in and I could not get unit to power on, there is no smell of burned components or signs of damage. Might be an easy fix or a great part unit for back-up components. Please purchase accordingly. Comes with all documentation that was with returned unit.
