ครูบาบุญชุ่ม ญาณสํวโร (ครูบาเจ้าศีลธรรม) เป็นชาว อ.เชียงแสน เกิดเมื่อปี ๒๕๐๖ ก่อนหน้านี้ได้ไปจำพรรษา ณ สำนักสงฆ์ดอนเรือง บ้านเมืองพง เขต อ.ท่าขี้เหล็ก รัฐฉาน และธุดงค์ไปตามศาสนสถานหลายแห่งในรัฐฉาน และพม่า 
ครูบาบุญชุ่มเป็นศิษย์ของหลวงปู่โง่น โสรโย วัดพระบาทเขารวก จ.พิจิตร และหลวงปู่ดู่ พรหมปัญโญ วัดสะแก จ.พระนครศรีอยุธยา ทั้งสององค์นี้ต่างยอมรับในคุณธรรมและบารมีธรรมของครูบาบุญชุ่มมาก
-หลวงพ่อพระราชพรหมยาน (หลวงพ่อฤาษีลิงดำ) วัดท่าซุง จ.อุทัยธานี ได้กล่าวไว้เมื่อสมัยท่านยังเป็นเพียงสามเณรว่า "ครูบาบุญชุ่ม องค์นี้ทรงสมาบัติ 8 ตั้งแต่ยังเป็นสามเณร" จนเป็นที่ฮือฮาในหมู่นักปฏิบัติเป็นอย่างมาก แถมเจโตปริยญณท่านยังแม่นยำ และรวดเร็วหาตัวจับได้ยาก
-หลวงปู่ดู่ วัดสะแก กล่าวไว้เกี่ยวกับอิทธิปาฏิหาริย์ หลวงปู่เคยบอกว่า "อยากเห็นพระเหาะได้ ให้ดูครูบาบุญชุ่ม" 
สำหรับการจัดสร้างพระเครื่องวัตถุมงคลของครูบาบุญชุ่มนั้นมีมายาวนานแล้ว ตั้งแต่สมัยที่ท่านยังเป็นสามเณร มีการสร้างเหรียญรุ่นแรกเมื่อปี 2519 ซึ่งเรียกกันว่า "เหรียญพระน้อยบ้านด้าย" ที่วัดธรรมประสิทธิ์ หรือวัดบ้านด้าย และผู้คนต่างเลื่อมใสศรัทธา และหลังจากนั้นก็มีการสร้างพระท่านออกมาเป็นระยะ แต่แทบทั้งหมดเป็นการสร้างเพื่อแจกเป็นการสร้างทานบารมีของลูกศิษย์ทั้งหลาย ราคาเช่าบูชายังไม่สูงมากนัก แต่หลังจากที่ท่านได้บอกว่าจะพบเด็กๆ ในถ้ำขุนน้ำนางนอนในสองสามวัน หลังจากที่ท่านทำพิธีปรากฏว่าพบตัวจริงๆ ครบทุกคน ทำให้บรรดานักสะสมพระเครื่องต่างออกมาหาเช่าบูชาพระเครื่องวัตถุมงคลของท่านทุกรุ่น ไม่ว่าเก่าหรือใหม่ทำให้ราคาเช่าบูชาสูงขึ้นมาก 
เวลาท่านอธิษฐานจิตวัตถุมงคลด้วยความชำนาญในกรรมฐานอย่างยิ่ง ท่านสามารถเสกของในเวลาชั่วหายใจเข้าออกก็สำเร็จ และของนั้นก็มีอานุภาพกันอาวุธสงครามให้ทหารพม่าได้ตื่นตะลึงจนนำไปสู่ความเลื่อมใสอย่างยิ่งในพม่า สมัยก่อนจะมีพระอยู่สององค์ที่คนพม่ารู้จักชื่อเสียงไปทั้งประเทศคือ หลวงพ่ออุตตมะ และครูบาบุญชุ่มนี่เอง ทั้งเรื่องอำนาจจิตและบารมีธรรมของครูบาบุญชุ่มไม่ใช่ของที่มองข้ามได้เลย
ครูบาบุญชุ่ม ฯ ได้รับความเคารพนับถือทั้งจากชาวไทใหญ่ ชาวพม่า ชาวลาว ชาวเขา ในพม่า และบริเวณชายแดนจีน และลาว เป็นอย่างมาก ครูบาบุญชุ่มฯ เดินทางกลับประเทศไทย เมื่อ ๒๔ เม.ย.๔๗ และมาจำพรรษาที่สำนักสงฆ์บ้านแม่ลัว ต.ท่าข้าวเปลือก อ.แม่จัน จ.เชียงราย จนทุกวันนี้
