This would be a good pick up for someone who has all of the original stuff but needs a replacement base unit.

Tested: Filled with bottled water (recommend DI water...64 oz capacity). I plugged it in, turned on power and gauge got to the green within the stated 15 minutes. It is noiseless while heating and except for when emitting steam is noiseless in general.

Pressure adjustment knob on output handle works. Gauge fluctuated while using but always maintained solidly in the green portion.

I left it plugged in and powered on for an hour and the pressure gauge stayed in the green and did not creep up towards yellow. 

 

Used trigger lock on handle to lock steam open and release all pressure once testing was done. Let cool and drained water. 

What I can see of internals (not much) of tank shows no scale buildup and bright shiny metal. 

Cosmetically it looks good. Was dusty and has some minor scuffs as this was an Amazon return that was not packed well for return shipment.
