This is a gold and silver tone metal buckle with a brown acrylic fill, marked: German Silver, from the 1970s-80s. It is in pretty decent condition, as shown in the photos it does have some tarnish / patina and some wear and tear from age or use. The ribbons have not been engraved. This buckle measures approximately 3-3/4" x 2-3/4", it fits up to a 2" wide belt and it weighs about 3.1 oz.
