This is a pair of vintage Waldes Truarc Pliers, No. 2.  The actions is spring-loaded and the motion is different from normal pliers - in that as the handles are squeezed, the end points move apart rather than toward each other.  There is an adjustable setting to limit the maximum opening of the pliers.   I have a similar pair of No. 22 pliers that don't have the spring-loading or the adjustment.

They are at least 30 years old and have just been gathering dust in my basement.

Pricing entered into the eBay shipping are usually based upon USPS Ground Select rates for just shipping that one item is the listing. But, tools can be heavy to ship, and in some cases the USPS Priority Mail flat-rate envelopes or boxes can provide the lowest cost shipping – especially if shipping involves some distance, and I’ll ship that way is it provides the lowest shipping cost.

If you purchase more than one item, please wait to pay until I can provide you an invoice with the best combined shipping cost. The eBay calculator to combine shipping from multiple orders isn’t very accurate.
