The five 2 clasp (rosette on ribbon) recipients were Grassie, Broad, Gillgower, Timm and Stodart, so at a guess I would suggest the group belongs to one of the first two, which Saffrey lists as Station Officers.
Just to throw in a bit more info; Timm, Stoddart (both Firemen) and Gillgower (a Senior Crewleader) were all working for the Civil Aviation Authority (CAA) at the time of their medal and first bar.
I would suggest that they were almost certainly the fire cover at Salisbury airport. Our newest member and firefighter, Ian, will be able to confirm that without a specified amount of fire cover (equipment and personnel) the Fire Category of an airfield will drop and the airfield will very quickly close. These gents would have be vital to continued air ops at Salisbury airport.
Grassie and Broad were both Stn Offs for the Salisbury Municipality.
