It is a cut-out style, silver and gold tone metal buckle, made by Nocona Buckles in the 1980s. It is in pretty nice condition, as shown in the photos it does have some minor wear and tear from age or use. This buckle measures approximately 3" x 2" and it fits a 1-1/2" wide belt.
