I am gonna call his this used because I think it might have been out of the box before I obtained it HOWEVER it still has the plastic rubber band type strings that hold the piece when shipping.

This is a plastic piece and designed to go with Ultimate Soldiers.  But should scale with soldiers about 3 3/4" tall
