This is a sew-on patch that says Division of Wildlife Ohio Safe Hunter. The edge is black with yellow and orange embroidered details on orange canvas. It is 3" in diameter. Loose with no original packaging. I don't think it has been sewn on before because there are no threads around the edges and it is still in good condition. There are a few small flaws in the stitching, but it was made this way. I have several--take as many as you want with free shipping. I also have a larger 4" patch with this same design.
