This is a wider, heavier, silver tone metal buckle with red enamel accents, made in the U.S.A., by Great American Products in 1993. The buckle is in pretty decent condition, as shown in the photos it does have some tarnish / patina and some wear and tear from age or use. This buckle measures approximately 4-1/4" x 1-3/4", it fits a 1-1/2" wide belt and weighs about 5 oz.
