Antique Rococo Style Solid Brass Pen Tray Pin Tray Desk Accessory 

It does need a good clean but it is highly detailed and once cleaned up, would look good in any setting.

I would guess it dates around 1880's - 1920's and it measures 8.5" x 3.75" including the feet.
