This paperweight has a ceramic stopper.

When the paperweights were first introduced they had a small gilt stopper and were filled with sand.  This infringed Health & Safety legislation so the weight of the bodies was increased, the sand discontinued, and the gilt stoppers were replaced with a permanently fixed ceramic bung marked with the Crown Derby Cypher.  This proved unpopular with collectors and the gold stoppers resumed.

Consequently the ceramic bungs are relatively scarce.
