Neat dog.  I don't know much about this, but from looking and comparing, it seems it may be a carnival prize from days gone by, but not for sure.  Also not sure if it is chalk, plaster or something other. Is hollow, as we can see the bottom opening.  From this vantage point it looks like plaster.

     Measures approx 11" tall
     Weighs 1 lb 12 oz

Shows age and wear with paint flecks and damage throughout. With that being said it still seems quite solid. Looking straight at it looks like left leg was broken off at one time, and put back in place with patched up coloring as well.  Looks like a old repair.   Is ok as is, but does have dust throughout, that I will leave to you the new owner.
