This is a  gold colored whistle or Bosun's or Boatswain's pipe. It is typically used to pipe sailors on and off ships, call everyone for chow, etc. Bosun mates today continue to use these pipes in our modern Navy.

The Bosun mate on the ship would use his pipe to whistle to the crew on the ship, telling them what to do.
