He stands about 8 inches tall from the tip of his tale to the bottom and about 5 inches wide.

The has glasses (which say Tite Flex) on them and is looking longingly at a piece of swiss cheese that he holds in his hand. 

He looks kind  of steampunk. He comes from California by Ken Moore at the Decorator Art Gallery at Grossmont Center in La Mesa California which is no longer there.
