This is an NOS item (New Old Stock) Brand new still with poly bag.  I remember buying this at Macy's 5 years ago and never got a chance to use it before moving and it has been in a box of storage since.

I scanned the barcode in to populate the listing and it comes up as Kate Spade. I don't see her name anywhere so went to Bing to double-check and barcode scan brought me to the Macy's page which item is now out of stock but that does match the sticker on bottom and it too gave me the following info (only differences are additional color pilka dots that make me think fall/autumn and holidays both):
