Rosalynn was America's First Lady and her husband was President JIMMY CARTER from 1997-1980...

Mrs. Carter wrote this check to Billy Carter & Signed it in blue ink pen....

Mr. Billy Carter, President Carter's Borther signed & endorsed the back of the check in blue ink pen...
