Almost certainly by the Windmill's official photographer
and press officer, Kenneth H. Bandy.
Fine unfaded crisp example.
A quick google search will provide you with much on
this most famous of London's review theaters, with its
motto "We Never Closed" referring to the fact that it
remained open throughout the Second World War,
even at the height of the blitz.
This photo is from a considerable archive which I
purchased many years ago from a gentleman who
had worked at the theatre. It is in fine condition.
These do frame up to make attractive decorative items.
