Vintage letterpress Printer's Plate.  U.S. Navy insignia/emblem.  Eagle with shield and anchors.  A copper plated metal plate that was attached to a wood block for letterpress printing.  The block has been lost over the years so only the plate remains.

Plate measures about 1 7/16" across. The plate is over 1/8" thick.  

The Plate came from a print shop in Baltimore, MD (E.B.Read). No other identifying marks that we see.
