Any roughness in the pictures of the lego part sealed in plastic are due to the plastic bag the piece is enclosed in and not the actual Lego piece.  The pieces are factory new, never used from sealed original factory bags.  Any "imperfections" that might exist in this Lego piece are factory or manufacturing imperfections (from injection mold points, etc) and are typical of ALL new Lego pieces.  This piece is as high of a condition as exists with these chrome pieces.  Feel free to ask for more photos if necessary.
