According to the weathering of the material and the typology of the tool, this piece seems to date beginning of the second half of the Mousterian period, not long after the discovery of the Levallois method. 

Tool: very nice, large, Mousterian scraper on Levallois core (nucleus), made by our ancestor Neanderthal. Retouches and marks of use on the active sharp parts.
