They are defined by ADR, i.e. the international convention on the transport of dangerous goods. The ADR agreement describes in detail the rules for the transport of hazardous materials, indicating the conditions under which it is to be carried out, and contains provisions on packaging, cargo protection and labeling of hazardous substances. In Poland, the transport of hazardous materials is allowed only by qualified persons who meet the requirements of the Act on Transport and Road Traffic and have completed an ADR course ending with an exam.
