The candle holder turns (which is what made me originally think it was a hat or coat rack) and it can be removed by pulling it out.  It will hold a candle or something about 4 to 4 1/2" diameter.  It has three wooden sides, about 3 1/4" tall and 1" wide.  There is about 4" between each side.

There is a partial label on the back but I can't make much out of it.  I do believe it may be handcrafted.
