This is a "Columbia Sportswear Women XL Rain Coat Windbreaker Zip Up Lightweight Packable" Measures just shy of 21 inches across chest (42" total). From neck line to bottom is 23.5 inches. There is a small spot on the inside of this with tag for a name which would lead me to believe its a youth size but it's far too big for that. Measurements are here anyways. Lightweight and most likely designed to pack in a bag. See pics and condition for more info.
