Spider-Man and Fantastic Four in Hard Choices was published by Marvel for the Benevolent and Protective Order of Elks of the USA as part of their National Drug Awareness Program. Story by Marc Sumerak with art by Marcio Takara and edited by Nicole Boose. Full color, standard comic book size, 20 pages, slick cover and interior, no cover price!

There were at least 7 printings of this promo that I know about - 2006 was the first, then a 2007, 2008, 2009, 2010, 2011 and 2013.  The 2008 and later books are slightly smaller books in height (maybe an inch or so)!!  I have most of them up for sale and also the poster!
