asking me if it for such use, selling items for injection is against US Federal
Law. Merely asking the question has apparently gotten me into trouble
with PayPal (don't get me started about their draconian practices); they shut
down my account, seized all my money, several thousand dollars, as punishment
with no explanation.
To access the contents (open the vial) you simply remove the "tab"
covering the center, exposing the rubber under it.
If you don't know what this type of vial is used for you probably don't need, please don't buy it.
Use this vial for storage and culturing bacteria, molds, etc. so long as such culturing is not against any laws, other items can be placed inside, so long as it is within the law.

How we monitor our processes to assure we are making sterile vials.
We use a Biological Indicator
A biological indicator is the only type of monitor that provides direct evidence that the sterilization process conditions are sufficient to kill bacteria and their spores. The worst kind of bacteria "spawn" from heat resistant spores (their offspring). The biological indicator (small vials) we use contains Thermophilic Microbes that are highly resistant to the type of sterilization process we are monitoring.
How it is done
Using standard industry practices we include these little units (the yellow
and purple small vials in Biological Indicator picture) to verify we're using a
safe process to sterilize the vials. The
Vials contain a bacteria called Geobacillus stearothermophilus. (see below for
explanation from Wikipedia*) THESE (BIOLOGICAL INDICATOR VIALS ARE NOT SHIPPED TO CUSTOMER)
We buy these prepared vials specifically for this purpose. We put one of the small plastic vials which contains the Thermophilic Bacteria, their robust spores, and its nutrients(nutrients are sealed in glass capsule) in with the vials being sterilized into the steam autoclave. After autoclaving {high temperature and pressure} we pull the little vial out, break its nutrient capsule, and put it in the incubator. Also we ready another vial (the control) and put it in the incubator. The incubator holds the test vials at 135º F (57ºC), after a day or so we check the vials. The biological indicator vial that has been in the autoclave will have all the Thermophilic bacteria and their spores killed and so will not show any growth as indicated by the vial remaining purple in color. The "Control" vial will be yellow and turbid meaning the vials had "healthy" bacteria and spores to grow; this implies that both vials were good to use as biological indicators.
*Geobacillus stearothermophilus (formally Bacillus stearothermophilus) is a rod-shaped, Gram-positive bacterium and a member of the division Firmicutes. The bacteria is a thermophile and is widely distributed in soil, hot springs, ocean sediment, and is a cause of spoilage in food products. It will grow within a temperature range of 30-75 degrees Celsius. Some strains are capable of oxidizing carbon monoxide aerobically. It is commonly used as a challenge organism for sterilization validation studies and periodic check of sterilization cycles. The biological indication contains spores of the organism on filter paper inside a vial. After sterilizing, the cap is closed, an ampule of growth medium inside of the vial is crushed and the whole vial is incubated. A color and/or turbidity change indicates the results of the sterilization process; no change indicates that the sterilization conditions were achieved, otherwise the growth of the spores indicates that the sterilization process has not been met.
