Liberia Scott # 178, Issued in 1918. Partial sheet of 45 of the 1920 surcharge.  The stamps are mostly MNH with some disturbed gum.   See Cockrills discussion in Booklet 21 Page 7.  A few damaged sheets were returned from the Buchanan PO and two sheets are know with five heavily damaged stamps being removed.  This is one of those two sheets.   I sold the second sheet recently with all DOUBLE QUADS!!  This sheet is different, all the quads are upright or vertical.  Further, many of those on the right side have HAND STAMPED QUADS added in an attempt to obliteratae the unobliterated 10-10 at the bottom of the stamps.  All other varieties are present: inverted 1, italic 2 & 9, on the right side, italics are missing on the left side.  The surcharge was done in two steps for the right half and the left half of the sheet due to the small press used.
