Vintage Ink eraser Quill Cutter - Elaborate handle Silver Tone

This is something I found this weekend at an estate sale - Good condition - made of wood and metal - handle is ornate - has a silver tone but don't know if it's silver - it's fancy - (look at photos of what you'll receive) - measures about 5 1/8" long.
