This is a near perfect "Ten Rublei" note from the "Republic of Belarus". It is from the year 2000 issue of notes for Belarus. Called "White Russia" in the past, Belarus has been independent since the breakup of the Soviet Union in 1991. This one features the National Library in Minsk.
