I think they would be TEA CADDIES as they match a Tea Set with the same design.

This set is made by NATIONAL FINE CHINA.

Each piece is 5 1/2" tall, 3" in diameter and about 3 1/2" across the lid itself.

This set is in good PRE-OWNED condition and has slight loss to the gold trim AS SHOWN.
