These IRCs are correctly issued and are valid until December 31, 2025 for exchange at a post office.   They are exchangeable in any country of the Universal Postal Union (http://www.upu.int/en/the-upu/member-countries.html) for the minimum postage for an unregistered letter sent by air to a foreign country.   Basically, these are good for postage required for one 'typical letter' sent airmail from one country to another.   The weight of the 'typical letter' is usually 20 grams, but can vary.   If you're trying to arrange postage for a package, a heavier item, etc, I would recommend you contact the person you're corresponding with to identify the postage needed, and the number of IRCs to obtain that amount of postage.   Another means is to check the post office website in the country you're interested in receiving mail from.   I can also try to help, as I have a pretty good database of postage requirements, and I will do my best to help you.
