This is a green Chinese style dragon figurine from Templar Publishing's Dragonology, which came out in 2003.  It is about 2 inches long and 1 inch tall.  As shown, it is in excellent condition with light wear from age and normal handling.  See pictures for details.  The quarter shown in the pictures is for size comparison and reference only, and is not included.
