The measurement from the shoulder seam to hem is 24.5 inches.  

For the skirt: 

When laying flat, the waist measures 15.5 inches and can stretch to 18 inches (elastic).  

When laying flat, the hip area measures 20 inches.  

When laying flat, waist to the hem of the skirt measures 25.5 inches.
