This is a work by Akihito Kiyose (清瀬 明人1969- ).

Akihito Kiyose is a master lacquerware artist who was awarded the Ishikawa Prefectural Governor's Award in 2003 and the Kanazawa City Mayor's Award in 2004.

 In 2006, he was recognized as a Japanese traditional craftsman by the Ministry of Economy, Trade and Industry. 
(His father is well-known as Ikko Kiyose, the second generation)

The condition is close to new and appears to be unused.

This piece of measures: 2.638 inched (6.7 cm) in diameter.  2.677 inched (6.8 cm) in height.
