DIspensers with no "made in" written on stems means they were Euro release.
That means it could be one of the many dispensers smuggled into US by "PEZ Outlaw" Steve Glew. These were part of the war between the Outlaw and PEZident McWhinnie PEZ President. Some collectors are looking for these Euro release dispensers.
